ed58d540b3 [users] Implement password checking through libpwquality 
- Use shared_ptr and a helper class to hide away raw pointer use
   from libpwquality. Provide a convenience C++ API.
 - Simplify configuration through helper class.

- add cmake module to find libpwquality
 - move checking functions to their own file
 - some Transifex hackery
 - stub out the libpwquality check
