[users] Use tooltips
...
- the explanations under and around the boxes is noisy,
hard to size correctly (viz. issue #1202 )
- use tooltips in almost-all fields instead
- add placeholder text to be more suggestive

Add setRootPassword option to the Users module.
...
If set to true, the user must set a root password. Otherwise, the
user won't be asked and a root password will not be set.
