dbe50fe3db [locale] Improve LocaleConfiguration constructors 
- Allow split-setting of the language and formats
 - Test new constructors
 - Since fromLanguageAndLocation can handle empty localeGen
   lists just fine, skip all the weird checks that return
   invalid guessed locale configurations.
