Merge branch 'fix-joburg' into calamares

Resolve a long-standing annoyance. With the new model for TimeZones
and nicer data structures, along with consistent find-methods,
we can spot-patch TZ data to handle special cases of bad timezones
being assigned to obviously-otherwise locations.
